Possible Solutions for Major ISSUES?:  

1) HIGH TAXES: Lower growth and REDUCTIONS of Taxes can be implemented IF:

A) Dramatic growth of Business TAX BASE, with AVCO, Lordship Boulevard, Honey spot areas to be    
    properly and intelligently redeveloped for DESIRED BUSINESS and JOBS.
B) BUDGET priorities: Negotiated win - win Pension reform; Alter Insurance and other cost, parameters.
C) REVENUE SOURCES increases like: Fed/CT./Private GRANTS, BUYING, & PARTNERSHIPS.


2) PUBLIC TRANSPARENCY:  PHASE 1: "LIVE TV" - real time WEB BROADCAST ALL
INTERNET owners through the TOWN WEB SITE of ALL MEETINGS:
Town Council; Board of Ed; Planning; Zoning; Pensions, Ethics, Building & Needs, etc.
> Cost perhaps $ 10,000 for Cameras, Line runs, Server and Back up Server.
> TOWN BUDGET is $ 171,000,000.   
> For perhaps $10,000, can we see ways to improve Government?
An INFORMED PUBLIC = is needed for a true Democratic Republic. PHASE 2: not all people have Internet.


3) CONTROLLED POLITICAL PROCESS:
 There are about 100 people in the Democratic and Republican Town Committees. A handful of people
 lead those committees, often with access to Stratford's Treasury, DIRECTLY and INDIRECTLY.
The leaders of Town Committees work with States and National Committees, just like in U.S.S.R.

 I believe they use YOUR MONEY against you, to set up candidates = elected = appointed = fees / pay /
 pensions / bidding parameters / contract award selection / change orders = probable political donations or
 concurrence of people they APPOINT, HIRE, PROMOTE, and AWARD!

 * Until citizens STEP UP and TAKE BACK control of the political system, the parties will control the:
    RULES - INVESTIGATORS / ENFORCERS - MONEY FLOW - BUSINESS - QUALITY of LIFE.

   Truthfully, there is a limit to what I can do. Yet, I'm a "START" to PEACEFUL POLITICAL REFORM!


 POLITICAL SITUATION on the 3RD DISTRICT TOWN COUNCIL:
 INCUMBENT Gavin Forrester has served the Community as an EMS Volunteer, and very supportive of
 RAC (Raymark remediation/consolidation); Rail Commuters; Long Brook pond;
 Gavin created Budget Workshops after I asked him if there would be any in 2007, after NONE in 2006-
 > I discovered there had NEVER been a PRINTED Board of Eduction BUDGET,
    Gavin has been good to very good on other issues and is a good man:

                   CONVERSELY: Why would you vote for George Mulligan for change?
 INCUMBENT Gavin Forrester HEADED the CHARTER REVISION COMMISSION > Are you
 happy with the results? Were results predetermined by Town Committee friends of both parties?

 INCUMBENT Gavin Forrester has been on the PENSION BOARD 4 YEARS which APPROVED the
 PENSIONS like $ 106,999.20 on a BASE PAY of $ 82,450.  (Computation was before Gavin)
 It is NOT the UNION'S FAULT!  Who and why were computations negotiated that way? Bribe?

 Have you READ about that in PAPERS? Why have you read nothing about it except 2 letters (2006)?

 INCUMBENT Gavin Forrester's 4 years on the PENSION BOARD has seen a DROP from fully
 funding of about 80+ % to my estimate of 58 %.
 > 2002 Town Council shifted almost $ 14,000,000 a year from the 20 Year $ 95,000,000 PENSION
    BOND from PAYING for itself to YOU the TAX PAYER!
 > 2007 Stratford Tax Payer contributes to cover the cost of the Pension Plan, while Fairfield is fully
    funded and does NOT have to contribute. Why was the Pension Computation set up that way? Bribe?

 See specific details you can confirm on the Town Web site, type "BUDGET" into search and go to pages
 B - 6 and B - 8, to see where Tax Payers contribute $ 18,731,610 in 2007. Town side Budget $84 million?

 INCUMBENT Gavin Forrester has been on the Town Council for the last 4 years.
* Have your TAXES gone UP, or have the TAXES gone DOWN?
* Have Town Services improved, or have they diminished?
* Has the Public Image of the Town of Stratford and the Democratic Party, improved or diminished?
* Had there been more Political Antics on the Shakespeare Theater, AVCO, and Remediation?
* Has there been SOLUTIONS to the Fish and Geese issues at Long Brook; Remediation at Ferry Creek and
the Raymark Baseball Field; Animal Shelter being built as BONDED (but at wrong site); Center School closed
- yet still on the BUDGET; Historic District completely satisfied with changes; Library Budget fully funded;
Street Pot Holes filled and Sidewalks fixed to be as good as the $ 250,000 spent at Shakespeare Parking lot;
means tested Senior Citizen Relief;
* What is INCUMBANT Gavin Forrester's SPECIFIC PLAN for ECONOMIC growth, TAX relief of lower
TAXES or at least s l o w i n g  the  g r o w t h of increased TAXES? Why hold it back for 4 years?

4) CONFLICTS of INTEREST and POLITICALLY CONNECTED PERSONNEL?:

EXAMPLES WHY CHANGE IS NEEDED for the PUBLIC and, not for the PARTIES' people:
1996 Town Attorney starts to become entrenched BILLING $ 3.5 to $ 5 million to date: Town & B. o. E.
1998: PENSION BOND $ 95 million. Computations happen to CHANGE to increase PENSIONS. Bribe?
1998: Town Council happens to award AVCO preferred Vender to TEAM STRATFORD! Bribe?

1991 - 2001 Dem Chairman became Registrar. Son happens to win to be created MAYOR non recall JOB!
2002 Charter Revision Commission = all members of, or related to PARTIES TOWN COMMITTEES!
2002 ETHICS Commission QUALIFICATION CHANGED & RECONSTITUTED. = 100 % Conflicted?

2005 NEW MAYOR - 6 Donkey race. We know which ASS WON (I was off Ballot = got 2 votes) Rigged?.
2006 - 2007 PERSONNEL is POLICY: Mayor appoints brothers: TOWN ATTORNEY & POLICE Chief.

My personal experience of COLOR of the LAW, with an PARTIAL (BIASED) Political Justice System?:
 Dec. 1998 I spoke with former Police Chief Mossman, who refused to investigate a series of DEATHS.
 After remonstrance, I left the Town Council Meeting and returning while the ex-Police Chief Mossman was
still there (at Town Council meeting). NEXT DAY I was given a Police Summons for "Disorderly Conduct?"

> There was NO WARRANT or EXIGENT situation. After 12 Court Dates (Police Report was held
back for 4 Court Dates. I was denied any facts for basis or details for 74 Days. Case was NOLLE.
(Police Chief Mossman authored & decision maker of the Citizen's Complain, with 60 Days limit.)
(Police Chief was the complainant, investigator, commander, and in charge of all promotions.)

CIVIL TRIAL for personal DAMAGES under "The COLOR of the LAW?":
> Trial in Hartford, not Bridgeport or New Haven, as requested with no recording devices of my own, on the
same Day as 2 % Budget Cap Trial, denying me subpoena witnesses. My firmed dropped some defendants.
> I was allowed: NO WITNESSES;  NO EVIDENCE FOUNDATION for WITNESS or REBUTTAL; *
> I tried to go PRO SE; * New lawyer to my "contingency" firm (after paying other COSTS), did NOT
disclose he had reasonably probable CONFLICTS of INTERESTS relating to series of educational, legal,   
& personal relationships to the Stratford TOWN ATTORNEY'S FIRM and LEAD PARTNER.  Rigged?

Other questionable possible Conflicts of Interest?
* Stratford Town Attorney and Stratford Police Chief are brothers, appointed by the mayor, and many
of the pensioners worked at the same time their dad was Stratford police captain? Who do they owe loyalty?

* In the past, the now Head of ETHICS recused himself vs. Town Attorney in 2nd ETHICS Complaint, as the
Town Attorney's daughter worked for his wife's Day Care and is / was OFFICER of his family company.

* Former Stratford Police Officer, under the Stratford Captain father of Town Attorney & Police Chief
is NOW the co-head of the FBI Bridgeport Field Office. His father is a Fairfield Police Captain and was a
contemporary of the Stratford Police Captain father of the now Stratford Town Attorney and Statford Police
Chief, and is presently contemporary to both of them. What a co-incidence?

* Former Stratford Police Officer, is a State of CT. Assistant's State's Attorney in Bridgeport, whom I
believe acted under the Color of the Law to abridge my Constitutional Rights & violate CT. Practice Book.

* I believe former U. S. Attorneys Christopher Droney, Stanley Twardy, Kari Dooley, & Kevin O"Conner,
 as well as several CT. State Judges and Federal Judge, have acted contemptuously and without HONOR.
     President BUSH and Attorney General Gonzalez proved POLITICS in POLITICAL JUSTICE!
  LIBERTY and JUSTICE for ALL!                                                     EQUAL PROTECTION of the LAW?
